1. Provide a Pro AV over IP encoder that streams ultra-low latency, high quality video and audio, signals over 1 Gbps Ethernet networks
   1. Rack mountable, one-half rack width, 1” (2.5 cm) high metal enclosure that encodes video and audio
      1. Provide an HDMI connector for interfacing digital video signal input with embedded audio and a loop through HDMI connection
      2. Provide connections for interfacing analog audio signals
         1. One set of captive screw connections on back panel for line-level balanced/unbalanced stereo audio input
      3. Provide connections for device configuration from a PC or other peripheral
         1. One USB connection on the front panel
      4. Provide a 2-pole captive screw connector for Contact closure and Tally output
      5. Provide a 5-pole captive screw connector for remote RS-232 and IR control from a central control processor via remote port access mapping
      6. Provide one 1000BASE-T RJ45 connector with PoE+ for powering and control and transport of streaming data over CAT 5e/6/6a/7 cable for distances up to 328 feet (100 m)
      7. Provide one 100Base-T RJ45 connector for Ethernet expansion for remote LAN connectivity
      8. Provide one 2-pole captive screw connector for 12VDC power
      9. Provide twelve LED indicators for status monitoring
         1. Power LED on front panel to indicate power connection
         2. HDMI LED on front panel to indicate HDMI input signal presence
         3. HDCP LED on front panel to indicate encryption status
         4. HDMI audio LED on front panel to indicate HDMI audio input status
         5. Analog audio LED on front panel to indicate analog audio input status
         6. Stream LED on front panel to indicate streaming status
         7. Two LAN LEDs on front panel to indicate network link/activity status
         8. Two LAN LEDs on back panel to indicate network link/activity status
         9. ID LED on front panel for visual confirmation of units on the network
         10. Reset LED on back panel to indicate reset status
      10. Provide an ID button on the front panel to identify the unit on the network
      11. Provide a recessed reset button on the back panel to revert unit back to factory loaded firmware
      12. Support audio streaming between encoder and decoder
      13. Support streaming of HDCP-encrypted sources to decoders connected to HDCP-compliant displays
      14. Maintain continuous HDCP-encryption between the source and encoder
      15. Support Extended Display Identification Data – EDID and Display Data Channel – DDC data using the EDID 2.0 standard
      16. Support use of EDID values defined by the user, supplied by a locally connected display or stored values captured from previously connected displays
      17. Support standard video resolutions including: 720p, 1080i ,1080p, UHD (3840 x 2160), and 4K (4096 x 2160) @ 60 Hz
      18. Support computer video resolutions from 640 x 480 up to 4096 x 2160
      19. Support HDMI embedded and analog stereo audio
      20. Support 30-bit, 10-bit per color encoding and processing that maintains 4:4:4 color information throughout the entire encode-streaming-decode process
      21. Support streaming of all video and computer-video signals maintaining native resolution from encode to decode
      22. Support streaming of signals at 60 frames per second at resolutions up to 4096 x 2160
      23. Support a low delay, encode and decode process
      24. Provide a video error concealment system which does not increase streaming bandwidth or encoding delay
      25. Support IGMPv3multicast per RFC 3376
      26. Support RTP transport type per RFC 1889
      27. Support 802.1x port-based Network Access Control (PNAC)
      28. Support audio breakaway
      29. Support Audio only streaming with a blackburst signal

      40. Support configuration and control in systems consisting of multiple encoders and decoders from a central networked control unit
      41. Support encoding and decoding video and audio at bit rates adjustable from 40 Mbps to 1000 Mbps
      42. Encoder shall be capable of preserving absolute changes to the video on a frame-by-frame basis up to 60 frames per second
      43. Support temporal compression applied on a sub-picture basis examining change that discriminates between luminance, chrominance as well as a threshold for signal or image noise
